The missionary groups established schools in several places in Ceylon to spread Roman Catholicism. The Dutch gave the Christian primary school system to us. Later, the British started ruling the country in Eighteenth-century. And they shifted the medium of teaching in the Christian missionary schools into English medium.
In the beginning, most of the schools were private schools. But many of the schools became government-funded schools after establishing the Colebrook commission https://en.wikipedia.org/wiki/Colebrooke%E2%80%93Cameron_Commission. And today they are most commonly known as government schools. There were only a few schools that remained private.
